About Me

Welcome to my webpage! I am an associate professor of public policy and administration in the Steven J. Green School of International and Public Affairs at Florida International University (FIU), located in Miami. Additionally, I am affiliated with the Local Government Workplaces Initiative at the University of North Carolina at Chapel Hill and the Center for Organizational Research & Design at Arizona State University.

My research interest is in the management of public organizations and multi-sector collaborations. This includes the use of performance practices and data to manage government agencies as well as the use of shared measures in collaborations. A great deal of my work is located at the intersections of leadership, employee motivation, and the social capital within organizations. In addition to studying organizational behavior, I am interested in the social equity effects of public services.

My research appeared in the Journal of Public Administration Research and Theory, Public Administration Review, Governance, and other journals. It has been cited in President Obama’s budget proposal and received awards from American Society for Public Administration, the Academy of Management, and the European Group of Public Administration. I have been the recipient of FIU’s Top Scholar Award and the JPART-PNP Top Reviewer Award.

I have served in various roles for the Academy of Management’s Public and Nonprofit Division and am a member of the editorial boards for the Journal of Public Administration Research and Theory as well as the Journal of Public Budgeting, Accounting and Financial Management.

I have engaged in performance management consulting and training with local government managers and employees in South Florida and North Carolina; state agencies in Germany; and groups from Thailand, Tunisia, and Latin America.

A native of Germany, I earned my Ph.D. in public administration at the University of Potsdam.
