Welcome to my webpage! I am a professor of public policy and administration at the Steven J. Green School of International and Public Affairs at Florida International University. Previously, I served as an associate professor (2019–2024) and assistant professor (2013–2019) at FIU. I served as the department’s Ph.D. program director from 2022 to 2026. I am also affiliated with initiatives at the University of North Carolina at Chapel Hill and Arizona State University.
I conduct research on how public organizations manage performance, people, and relationships with citizens and collaborative partners. My work examines performance management and data use, organizational behavior, leadership and motivation, and collaborative governance.
My research has appeared in journals such as the Journal of Public Administration Research and Theory, Public Administration Review, Public Management Review, Governance, and Government Information Quarterly. My book, Shared Measures: Collective Performance Data Use in Collaborations, was published by Cambridge University Press and examines how performance data can help people from different organizational backgrounds work collaboratively toward shared goals.
My work has been cited in President Obama’s budget proposal and OMB policy guidance under President Biden. It has received awards from the American Society for Public Administration (ASPA), the Academy of Management (AOM), and the European Group for Public Administration. I have also received FIU’s Faculty Senate Award for Excellence in Research, FIU’s Top Scholar Award, and the JPART-AOM/PNP Top Reviewer Award.
I have held leadership and service roles with the Academy of Management’s Public and Nonprofit Division and the Public Management Research Association. I am a board member of ASPA’s Center for Accountability and Performance. At FIU, I have been involved in university governance through service on university- and Green School-level committees, including the Steering, Strategy Implementation, and Provost Advisory Committees.
I have served as an associate editor for Public Performance and Management Review and on the editorial boards of the Journal of Public Administration Research and Theory, Journal of Public Budgeting, Accounting and Financial Management, Perspectives on Public Management and Governance, Public Administration Review, and Public Performance and Management Review.
I have engaged in consulting and training with local government managers and employees in South Florida and North Carolina; government employees in Jamaica; state agencies in Germany; and practitioner groups from Thailand, Tunisia, and Latin America.
A native of Germany, I earned my Ph.D. in public administration from the University of Potsdam.
